Add $ENV{PERCONA_VERSION_CHECK}=0 to PerconaTest so tests don't version-check. Implement v-c in half the tools. Make util/update-modules clean up its temp files.

Put everything in Pingback::version_check(). Change HTTP::Micro to HTTPMicro in pingback(). Simplify time_to_check() a little and add more debug. Fix Pingback.t now that client response doesn't have TYPE and no response causes die.

Add lib/Percona/Toolkit.pm for $Percona::Toolkit::VERSION. Put that in pt-diskstats. Add util/tool-header to update %INC magic when bin/update-modules is ran.

Make Pingback::pingback() do all the work, return list of advices (suggestions). More Pingback tests. Rename --check-for-updates to --version-check and document. Make VersionCheck::parse_server_response() optionally not split vars, so the same proto can be used for server advice lines.

Added HTTP::Micro.
...
This is an extremely stripped down HTTP::Tiny, i.e. not comformant
with HTTP/1.1. Basically only GET and POST should work, and
only for explicit content-lengths; chunking is not implemented.
